新力量網絡於2012年1月29日發表《香港公共財政評估報告》，就香港的公共財政體系進行有系統的分析，並提出改革政府財政管理制度的各項建議。

本報告的研究結果顯示，與地產及投資市場直接掛鈎的各項「波動收入」(包括賣地收入、印花稅以及各項投資收入)大起大落，是造成政府整體收入不穩定、未能大步增加「經常性開支」推動長遠改革的根本原因。 要改變現時特區政府短視零碎、欠缺長遠規劃的財政管理手法，新力量網絡建議政府成立「財政穩定基金」，以調節因地產及投資巿場變化而衍生的各項「波動收入」，讓財政資源不再浪費在短期的派糖措施或無止境地撥作財政儲備，而能夠持續用於改善各項公共服務。
