SynergyNet, an independent public policy think tank, has been aiming at enhancing the governance quality and government accountability in Hong Kong through continuous researches and policy advocacy. Four years ago, before the Legislative Council (LEGCO) election in the September of 2004, we conducted the first attempt to audit the performance of legislators as a part of the review of the Special Administrative Region (SAR)¡¦s system of governance.
Such evaluation will have a significant implication to the democratic development of Hong Kong. The purpose of the review is not to actually rate individual legislators or political parties per se, or to act as a vehicle to persuade the community to support some legislators and parties as opposed to others. As a think tank, SynergyNet sees its role in this project as to provide a non-partisan and informed analysis of the general performance of legislators, in terms of their participation in bills/motions and other legislative works.
Through both overall and area-specific analyses, we point to the observable trends of voting patterns and policy stance. We compare and contrast the major parties¡¦ performance, including their extent in fulfilling election pledges. We also compare the performance of legislators returned by geographical constituencies as against functional constituencies, and the performance of the newcomers against veterans, so as to give readers more useful insight into the workings of LEGCO. Our methodology may still not be comprehensive enough due to the limitation in research resources and expertise in such studies. We welcomed comments from the community, in particular parties and legislators.
